Our mission is to increase access to safe, energy-efficient modern homes across Britain. That’s why we’ve built up a team of friendly, helpful and passionate people who love matching our customers with the perfect property. Below you can find out a little bit more about each team member, their specialisms, and what gets them up in the morning.

  • Matthew Burgess

    Chief Executive Officer

    Matt is Lloyds Living’s Chief Executive Officer.

    Matt joined Lloyds Living in July 2021 and led the build out of our investment team and strategy as the Chief Investment Officer.

    Prior to joining Lloyds, Matt was most recently a Director at JLL, where he had a dual mandate across Residential Capital Markets and the Banking & Capital businesses, providing commercial advice to a spectrum of Financial Institutions on their Real Estate Strategies

    Previously, Matt spent over 10 years working in various investment focused roles at HSBC, as well as co-founding a Proptech start-up focussed on digitally connecting homeowners with recommended and reputable home improvement services. 

    Matt holds an Executive MBA from the London Business School and read Economics at the University of Exeter.

    Chris Duggan

    Chief Investment Officer

    Chris joined Lloyds Living as Chief Investment Officer in March 2026, returning to the business he helped establish, having been part of the senior team that formed Citra Living – later rebranded as Lloyds Living.

    Chris brings 15 years of investment experience to the role. Across his time at Legal & General and Citra, he has been involved in the deployment of more than £1bn into single family and multifamily rental housing, working on some of the largest institutional commitments to the UK living sector to date. Earlier in his career he spent seven years in capital markets at JLL and Knight Frank, advising institutional investors on residential and mixed-use transactions. He is a member of the Royal Institution of Chartered Surveyors and a CAIA charter holder.

  • Charity Beaven

    Chief Operating Officer

    Charity joined Lloyds Living in March 2021 as is Chief Operating Officer and is responsible for ensuring that business activities align with both Lloyds Living’s and LBG’s risk appetite.

    Prior to Lloyds Living, Charity spent 20+ years in internal audit or operational risk roles in Financial Services and a brief but inspiring time as the Executive Assistant to LBG’s Community Bank Director, which ignited her passion for great customer outcomes.

  • Craig Luttman

    Chief Strategy Officer

    Craig is Lloyds Living’s Chief Strategy Officer and responsible for our Pathways (Shared Ownership) and ESG ambitions, as well as overseeing the Customer & Marketing team. Craig also leads on the wider Lloyds Banking Group’s Housing Strategy and Initiatives, most recently supporting the formation of the Shared Ownership Council and working cross-industry in response to the Lloyds & Crisis call for 1m new social and affordable homes.

    He has 27 years of housing and development experience and joined Lloyds Living in 2021 from L&Q, where he was the Deputy Group Director for Development & Sales. In his 14 years at L&Q, Craig was responsible for growing the Development pipeline to 100,000 homes, which included the acquisition of Gallagher Estates (one of the UK’s largest strategic land businesses) and Barking Riverside (a 10,000 home Joint Venture with the GLA).

    Craig is a member of the RICS and the Association of Project Managers.

  • Rebecca Lewis

    Chief Property Officer

    Rebecca joined Lloyds Living in summer 2021 initially within the investment team, leading on some of our key acquisitions. As of May 2023, Rebecca heads up the property team and is responsible for lettings, property management, development and building safety.

    Prior to joining Lloyds Living, Rebecca worked most recently for Morgan Sindall Group, where she led some of their largest and most complex residential construction projects in conjunction with Homes England. Previously, Rebecca worked in the Build to Rent (BTR) team at Grainger plc, the UK’s largest Listed professional landlord, and was a key part of the team that launched and ran Grainger’s For Profit Registered Provider.

    Rebecca is a chartered surveyor and private rental sector specialist. She is a non-executive director for B3 Living.

    Chief Technology Officer

    Alex joined Lloyds Living in November 2025 and is responsible for our technology platform, including our change management capability, data platform, process engineering, and our operating platform.

    Prior to joining Lloyds Living, Alex was most recently CTO at Brockton Everlast for over 6 years, a London based Commercial Real Estate Investment Manager with a remit across all aspects of technology within the operating business, it’s portfolio companies and the operational assets.

    Previously, Alex headed up technology in the UK for CBRE, and was also responsible for Product Engineering across EMEA. Prior to CBRE, Alex was Chief Digital Officer at Countrywide plc, having exited his residential conveyancing PropTech startup to the business in 2006.

    Alex holds a degree in Computer Science from Nottingham University and sits on the boards of Housemark and Cifas as a non-executive director.

  • Paul Lyon

    Chief Financial Officer

    Paul joined Lloyds Living in December 2023 as Chief Financial Officer. Paul qualified as a Chartered Accountant in 2002; after several years working in M&A Lead Advisory, he joined the HBOS Treasury team in July 2007. Following the merger of HBOS and Lloyds to form Lloyds Banking Group, Paul joined Lloyds Group Corporate Treasury – initially leading on the Group Funding Plan before working on ring fencing initiatives and heading up the Group Recovery and Resolution Planning team.

    Immediately prior to joining Lloyds Living, Paul was Head of Financial Performance Analysis and Planning for the Lloyds Group Corporate Treasury Function.
